The Background: Official Plan
The Municipality of Shuniah Official Plan outlines the Municipality’s goals, objectives, and policies primarily used to manage and direct physical change over a period of 20 years. The plan also establishes a framework for managing the effects of growth on the social, economic and natural environment of the municipality. The existing Official Plan was approved by the Minister of Municipal Affairs and Housing in 1996.
The Planning Act requires that an Official Plan be updated every five years to ensure that: it conforms with provincial plans or does not conflict with them; has regard to matters of provincial interest; and is consistent with provincial policy statements. Considering the introduction of a 2014 Provincial Policy Statement and amendments to the Planning Act, R.S.O., 1990, the Municipality has initiated a comprehensive update to its Official Plan.
It is noted that the formal Official Plan update process has been ongoing from 2011 and has included numerous activities to engage community stakeholders. An Official Plan was adopted in 2014 and sent to the Province for approval. Since that time Council rescinded the 2014 Plan in order to conduct a Master Wastewater and Water Servicing Study. The findings of that study along with other updates are anticipated to be included in this new Official Plan Document. However, the feedback offered by the public has been, and continues to be, considered in the advancement of a comprehensive update to the Municipality’s Official Plan. The special meeting of council will enable further opportunity for the public to speak to revisions that may be required in the advancement of an Official Plan for the Municipality of Shuniah; the intent of this meeting is not to necessarily discuss previous revisions that have been proposed, but to consider what ought to be further reviewed moving forward.

Council invites and welcomes any comments, questions or concerns regarding the Draft Official Plan. The draft Official Plan can be found online at www.shuniah.org or viewed at our office, 420 Leslie Ave, Thunder Bay. We will receive your comments up until one week prior to the date of the meeting for Council to adopt of the Official Plan. This date has not yet been determined. We encourage your participation in the development of this broad policy document and hope that you will participate in the full process.
Official Plan Special Meeting March 11, 2019 – 6:00 pm Council Chambers, 420 Leslie Ave, Thunder Bay- This meeting is prescribed by the Planning Act and is scheduled in order to determine and discuss revision that may be required to the current Official Plan.
This meeting, as are most Council’s meetings, is open to the public and Council encourages your attendance in order to become familiar with the subject matter. This meeting will not generally be an open floor discussion as is the Public Meeting on April 10th 2019, rather a broader discussion between staff and Council on the process to date and what changes staff is recommending along with other matters Council wishes to discuss. If you have input on what revisions you feel are required you may address Council or provide your input on the comment sheets which will be available and can be submitted for Council’s review.
Open House Monday April 1, 2019 6:00 pm. to 8:00 pm MacGregor Recreation Centre 800 Lakeshore Drive – This is the time to come in and speak to staff about the upcoming proposed changes. This is not a “meeting” rather a time to get information and discuss any questions that you may have. Again, we encourage your participation and hope that you will take the time to come out and speak to staff about any questions, concerns or clarifications you may have and we also encourage any comments you may whish to be submitted for Council’s consideration prior to the adoption of this draft Official Plan.
Public Meeting Wednesday April 10th 6:00 pm. MacGregor Recreation Centre 800 Lakeshore Drive- This is a formal Public Council Meeting for the purpose of hearing and receiving verbal and/or written comments. If you do not wish to participate in the meeting, we encourage you to submit your written comments at any time prior to the submission deadline (1 week prior) to the meeting of Council to adopt the draft Official Plan. This date has not yet been set but is anticipated to be during the month of May 2019.
